This text delivered by the indigenous representatives to the Global Indigenous Peoples’ Caucus Steering Committee is a revised Declaration on the Rights of Indigenous Peoples, which is to be submitted to the General Assembly for adoption on 13 September (date to be confirmed). This document is based on an agreement reached between the co-sponsors (67 countries) of the Declaration and the African Group of States (53 countries). A Call to Respect and Uphold the Dignity of Indigenous Peoples

Mr. Speaker, I rise to honor indigenous women, their kin, and their communities.

 

Some of their leaders and advocates are with us this afternoon. We thank them for gracing this hall with there presence. Mr. Speaker, last August 9 was the International Day of the World’s Indigenous Peoples. Bearing in mind the “inherent dignity and the unique contribution of indigenous peoples to the development and plurality of society,” the United Nations marked the day as such in 1994 and consequently declared 1995 to 2004 as the First International Decade of the World’s Indigenous Peoples.  The Second Decade commenced in 2005. It highlights the theme: “Partnership for Action and Dignity.”

The six-point agenda attempts to ensure the indigenous peoples’ rights to their and their rightful claim to its resources in order to assure their food security. The agenda address the issues affecting indigenous peoples in the Philippines: the rights to their land; their rightful claim to resources, including but not exclusive of indigenous knowledge and biodiversity; and the use, protection and sustainability thereof, towards ensuring food security.

 

The document is the end-product of a continuing partnership among the EED-TFIP, civil society, and non-governmental and indigenous peoples’ organizations. It embodies and articulates the recommendations of the participatory researches, conferences and for a that were initiated or supported by the EED-TFIP.

The Declaration of Unity and National Program of Action in relation with the Second International Decade of the World’s Indigenous Peoples. These were the key outputs of the National Consultation held from 07 to 08 August 2006 at the SEAMEO Innotech Complex, Diliman, Quezon City, Philippines.
